Moving Show 64-bit Context Menu to the top

hi! when using the 32bit context menu (as the default), is it possible to reposition the "Show 64-bit Context Menu" option to the top ? i find that the location of the menu moves depending on what i am right-clicking on (mostly shifts 1 or 2 positions).

if it were "pinned" at the top always, would be faster and easier to access (muscle memory).
