Lock Location is unreliable

I have locked a folder (D:\download in my case). I create a subfolder under the locked folder. When I open the subfolder, most of the time, it opens a new tab. But once a week or so, the subfolder is opened in the locked tab and the subfolder is locked. When I go back to the main folder, it opens a new tab.

Today, when I had this problem, refresh also didnt happen even though under Configuration, the auto-refresh were all selected. Not sure if these are any way related.

This issue has been happening sporadically since 23.50 or so.

When you hold CTRL+ALT you can override a locked location. Maybe you did that?
