[UI] Some menu items in right-click-on-white context menu are actually belong to right-click-on-file-or-folder menu

Isn't it that Move To, Copy To, Backup To and Compare, as well as Cut, Copy, and probably Append (which I never used, so I cannot say for sure) menu items should be moved from the right-click-on-white context menu to the right-click-on-file-or-folder context menu?

2 reasons:

- It's the same in File Explorer.
- The context menu on white usually opens much faster than the item's shell context menu.
