Hi,
OS: Windows 10 Windows 10, 64-bit, Release 2004, Build 19041.685, .NET v4.8.04084 :xy22.8++

I'm severe Visually Impaired so the issue is important to to me. I stick to 22.7 up to now.

If you place e.g. tabset or recent-file... on toolbar and use no caption all is fine. But I mostly use caption as big as ... on all available. If you use caption, the arrow of the icon is misplaced, it is no overlay over the core-icon anymore, seems to be placed after caption-width. It even disappears when hover over next button. For me, it is too distracting, no chance. You may wipe the arrow, okay, but I LIKE the arrow. What works very well is still e.g. Toggle-Visual-Filter, I LIKE the arrow here a lot. (I dont really "see" the arrow, it is something black on the down-right-edge of icon, so it must be an arrow, for me e.g. a distinct black-dot would be enough.)
II. But big is not big and may be contraproductive (for me at least). Your BIG arrow down in e.g. Configuration is horror. I always focus on that, and it dazzles and it is troublesome to focus on input. It is just too very big, it is horror and your (mostly) well designed GUI is vanished in the haze:). Visual people will stay away, I am that sure.
And no, my notebook(os IS freezed!) using as desktop(unfortunately my new pc is ...) is not win11 ready(and never change a running system), no chance, and I won't buy a new one at least this year.

The tabset button is mentioned by the OP, but from my testing they are all affected. With captions enabled, the down arrow disappears on mouse over, and depending on the order of buttons, can be missing completely (eg Open With in screenshot), or displayed sometimes on buttons that don't require it (eg Find Files in screenshot) it is also shown on the LHS of buttons, whereas it is usually the RHS.

Oh yes, there is definitely something wrong.

I still haven't understood this part:
