When "Raw View" (tab) is selected.

XY is locking the selected file (in the List View) which prevents said file from being deleted in programs such as WinRAR.

Does not occur with "Properties", "Version", "Meta", "Preview", "Tags", "Find Files", or "Report"

Yes, Raw View locks the file. This is how it works. It enables it to view ultra-large files ultra-quickly.
