Confirmed: if the taskbar is at the top of the screen then the scroll-down-arrow is out of reach below the bottom of the screen. That's a Windows bug, I cannot do anything.

Note that you still can scroll the menu using the arrow Up/Down keys.

That problem is solved by the actual Windows version
In Windows 11 you can't put the taskbar on the top
