Apply to menu not working?

Normally, in the "apply to" menu, there is a box before each section. But now, the box disappears, and it becomes this:

The box behaved correctly before, but it behaving incorrectly now. This is not only happening in the "apply to" menu, other menus that show a similar window behaving incorrectly too.

This is no the problem with the setting (.ini file). I have tried a reinstallation, and it does not help. It still behaving incorrectly even I didn't do anything after the reinstallation.

Yes, I try reboot and it doesn't work.
