Reorganize options for stronger safety belt

Move the setting Configuration > File Operations > File Operations > Miscellaneous > Suppress delete confirmation dialog
to beneath Configuration > General > Menus, Mouse, Safety > Safety Belts > Confirm delete operations.

And maybe rename it to "Suppress system delete confirmation dialog"
