hmm... I was gonna say it's automatic, XY uses your Windows regional settings (works fine here), but I fail to see why you don't get it on the third pane, but you do have it on the second one ? I don't think it's linked to any setting...

yes, WE has been changed by some other programs/regs stuffed and even in detail view also... i've changed back and its keeps on changing auto.
thats why one of the many reason why i give up on WE

and i was looking for a more independently file manager

actually that was linked to a different bug which on some setting that has supported for digit grouping and some not... but it was corrected anyway
