Can this right - button menu be customizable? There are some options I don't need.

Not that I know of but you are free to use your own menu (by scripting it...)
via two tweaks:

CEA_ListRightClickOnWhite=6
CEA_ListRightClickOnWhite_Script=load "<some script file that builds your own custom XY menu>.xys"
