Permanent Custom Sort Order is not remembering the sort order if i go one level Up or down in the breadcrumb bar & come back to the same place.

Yes, it's remembered per tab, not per location. If the tab loses it, it's gone.

Options:
- You might either lock your tab, or
- Use a Paper Folder

Is it difficult for you to code it and make it remember for location ?

The bigger problem is that you might have 10 or 20 tabs but 1000s of locations. This is a LOT of data. In the end XY would be as slow as File Explorer...
