Start XY with English UI language?

Is there a way to start XY with English as the default UI and NOT showing
the "Select Language" dialog on first startup?

Placing an Admin.ini file (UTF-16 LE BOM) in it's folder before startup with this setting

This probably doesn't help, but my Help > Various Information states, "Language: No language loaded" so English is the default with no other languages loaded. My System Locale ID and Thread Locale Id is: 1033 (en-US). I have no Admin file.
