No splitter color on Info Panel

Using Windows 7 basic theme without Aero, I cant see the splitter on the Info Panel to adjust size/toggleheight. Its frustrating when trying to mouseover because I use 1px splitter size for maximum real estate in the rest of the UI. By the time the cursor changes I've already gone to far and it changes back. Is there a way to designate the splitter color there or set splitter width for just the Info Panel? I tried all options under Styles -> Borders and its still invisible

I'm afraid this doesn't help much when *this* part of the splitter is just invisible?

It's also invisible when its wider. When it's too small to find/hit then make it wider. But this will affect all splitters. That's what I meant.
