Unicode trouble under 17.00.0100

Am I the only one experiencing troubles on echo's in this last version (17.00.0100)?

My script is called by:
::load "<xyscripts>\update-xy.xys", "", '"s"';

There's a line in that script file that runs:
echo "File “.RAR” was not found. Please download.";

Those double curved quotes was not shown as it would by the echo.
File encoding is UTF-8.
