How do you make a permanent path for the second pane?

Configuration - General - Startup & Exit - Permanent startup path
+ Startup pane: 2nd pane

or by using the command line parameter /script + a small script that always switches e.g. to a locked tab (with a specific path)

or by assigning the path once to the current tab in the second pane, switch to the first and then saving your settings +
disabling:
Configuration | Startup & Exit | Autosave settings after this many minutes
Configuration | Startup & Exit | Save settings on exit

It worked, thanks. I set a default tab for the second pane. Saved my settings, then disabled the auto save settings like you said. Now after navagating in the second pane it goes back to the default tab when you restart xyplorer.

Ok, fine. But don't forget: If you need to save your settings, don't change your default path in the second pane before you do that
