Global Power Filter in Conjunction with a Power Filter

I must not be specifying this properly. I'm trying to follow the documentation on this.

First I apply the following Global Power Filter I've created...

"Shortcuts" nec:*.lnk; *.url

I intend for that to only show me the .lnk AND .url files in a given directory.

Then I apply the following Power Filter.

"Help for Myself" tags:help for myself

I expect that to only show me the union of those two selections. However, only *.lnk files are showing. What am I missing? I've tried various syntaxs for the GPF above. I want it to show me .lnk AND .url files and it must be one of the two.
