Modifying toolbar

When the toolbar gets too big for the given screen width it scrolls. Is there a setting whereby instead of doing that the extra buttons show up on a second line?

No - currently there can be only one row of toolbar buttons.

However, within the Customize Toolbar dialog you can disable the scrolling to have it instead show an overflow button that displays the not-visible buttons in a menu.

Not quite what I had in mind but comes fairly close and does help. Thank you for telling me about it.
