If 'yes', how comfortable it is to use XY on tablet/smartphone? Can it use Tablet Mode (aka Continuum)?

2. No, see 1.
Btw., tablet mode != Continuum! Afaik Continuum refers to adapting the same mode (here tablet, aka Windows apps) to different screen output resolutions/sizes dynamically.
XY isn't a Windows Store app, and won't become a Universal App either. At least not using the current technology stack (VB6).
