Prevent files from being moved/deleted by user

There are important files I need to guarantee they can not be deleted or moved by any user.

Is it possible to achieve through XYPlorer?

This is not subject of a file manager but of the file system permissions (as long as it's NTFS)...

But as long as they are in the same folder...
