Cannot find (or forgot) a important location
When right clicking on a file and choosing third from the top "Move/ Copy/ Backup To" where are those settings located? Looked under User | Manage Commands but those are completely different.

That's the Move / Copy / Backup submenu from the File main menu. The only configurable items under that are the recent items which you would configure using Tools > List Management > Move/Copy/Backup To. EDIT: There's also the favorite folders which can be configured similarly.
Unless you mean configuring whether M/C/B is shown at all at which point that is in Configuration > General > Menus, Mouse, Safety > Context Menus > Custom items in shell context menu, then the corresponding buttons to modify the menu shown for the Folder Tree... or that in the File List....
Or did you mean something else entirely?

Yes, yes, yes! Hiding in "List Management". Love XY but it has become so labyrinthine it is all to easy to forget where seldom changed settings are found. Which could well be exacerbated by incipient senescence.

a common rule is: look in list management first when trying to edit any lists (2nd, search the ini file starting from the bottom)
