Well... What you say makes sense indeed. I don't use those menus quite often either, as (pretty much) everyone my sort order is changed through column's headers, and I usually only toggle Details/Thumbs1 using the dedicated TB button (which I think could have the Views menu as ctxt menu, but I already said so I think...

)
Your Logic part is 100% exact. I'd just say, maybe change "Tab" to "Current Tab" to show it reflect the state/etc of the current tab only, as opposed to some general settings or whatever ; and, just a quick reminder, even though it doesn't really matter, in "Sort By" the "Sort Folder Apart" option is not tab-wise, it's a general setting.
About your usuability part, as jc said it might sound more "natural" to peole looking for those menus to go look inside the menu bar, and not use the right-click on tab's header.
But they'll still be there

and once you'll know it/get used to it you'll use the ctxt menu. Only thing then is as mentionned the keyboard-only guys, but if those menus are added on top of the menu then it won't be any more keystroke (actually, it'll even be less!)
So I'd say yeah, sounds good to me.
While on subject though, or kinda-related, I'll add 2 things:
- Maybe some column settings should be tab-wise or not general as they are now. Actually, it's even "weird" right now cause the column visibility is global, but the size & order are tab-wise!!
Doesn't sound very logical to me

If column visibility could be also a tab-wise setting it'd be better I think (and that's one more menu for the "Current Tab" menu

- Also, if in columns widths&sequence you could add their visibility, it would be better too I think. If one sets his favorite setting as his user default one, where restoring he'd expect to get it back, not only if the exact same columns are being visible (otherwise right now you have to show/hide the columns accordingly)
