File association issue - Server 2016

I was running v14.80.xx. Any time I attempt to open a non-EXE file; I get the file association dialog from Windows asking what program to open with; images are the most common thing. Even if I tick the box that says 'always use this app to open blah blah'... This is really annoying and I didn't seem...
