[resolved] Title Case rename rules/exceptions

When in file rename mode, pressing F5 renames to Title Case. There are words that are exempted from the Title Case rename operation, as per the help file:
In Title Case there are some exceptions in the English language, words that will not receive a capital first letter unless they are in the first position of the title: a;an;and;at;by;for;from;in;of;on;or;out;the;to. The characters . : ? ! - when followed by a space are recognized as title-separators
Is there any way to edit the "exempted" words, or disable them altogether, such that Title Case will always change the case of every word regardless?

Example: Title is "Whiskey on the Rocks", and I would like the F5 operation to change that to "Whiskey On The Rocks". Is this possible, either through the settings dialog or a Tweak?

As always, XY is the best!
