I think the setting should be ignored when moving. It doesn't make much sense to exclude things when moving (and keep them hanging around in the original location).
What do you think?

But maybe you hide the files you don't currently use, and want to move only the relevant ones.
Something like filtering.
It might be better to do it with tagging and sorting, but I guess this is also a way to do it..
