I don't agree there. Because it's good for new users to see what is available to them from here, even if it isn't enabled at the moment. That's why there's a state disabled in the first place! ;) Take UDC for instance, it also works as a way to "promote" what's available on that feature, so users can see very easily what could be available to them here (cause a new user seeing menu User with only one item (Manage) might not see as much potential in that feature as he would now)

Besides, it's also probably a matter of opinion, because I tend to hate it when I get half-shown menu only because some smart app decided to hide from me some of the menus for some reason...

Yeah, but it kinda makes sense to me. Edit had the clipboard ones which obviously have to be there, plus the Move/Copy/Backup To ones but it seems like a natural fit for those here I feel. The others on the other hand certainly belong to the File menu, as they are file operations.
You could argue the M/C/B To should be moved there, but I don't think it would be a good idea, that would somehow make things more confusing to me. Also because those (M/C/B) are available on the List ctxt menu, which is somewhat "based" on the Edit menu.

Well, that's probably taste here as well, because it all sounds at the right place here to me. "New" commands are a fit because especially with "New Items" one could see a connection to "Paste", and the Find/Select most certainly apply here since that's always where you find such commands : under Edit ! Right now I'm under Firefox : Edit|Select All; Edit|Find...

Just like when there will be Undo, it should go under Edit not File, even if we're talking about file operations.

It's not just that they change it often, there might be others things to consider, such as what jc mentioned, it's just easier that way!

Absolutely!! The ctxt menu of column headers is only a "shortcut", but those options needs to be visible, especially to new users. Besides, go tell your keyboard-only user to just right-click on the column!

The potential issue I have with this is that the location of those items would then keep changing, so if I'm used to going down halfway in a menu and with this, it would then appear near top, while reducing mouse movement, I'd have to be more careful as to where to go.

There are times when I have to think: File or Edit menu? But given that putting them together would be potentially more confusing, I suspect leaving it somewhat as is would be best.

Yes! Why? Because it's (IMO) easier to experiment with various layout options as it is (ala sorta WSIWYG), such as a new user would do, while having them in config makes it more of a PITA due to other dialog interactions needed.

Possibly...I do agree it should be a totally separate discussion (now it is), but we need to keep first-time/noob users in mind when doing so! It's very important to make it friendly for them but also efficient for us.
Still spending WAY TOO much time here! But it's such a pleasure helping XY be a treasure!
