time format puzzle

I have XY installed on two different computers. On one of them I can right click the 'Modified' tab and see a time format choice that is
hh:mm:ss p.
on the other computer that option is not available. both PC's are running a recently purchased version 7.10.0000. I tried to search the forum but got over 200 hits. This has to be a simple configuration change that I am missing doesn't it? Or is it tied into the control panel's regional settings?
I just checked mine and they 'look' the same on both computers.
