Is there a way to move the catalog above the tree? or is there a way to have all the tabs on their own toolbar or row?

AFAIK, the catalog is fixed below the tree, though the amount of space devoted to each can be adjusted by moving the split line...

About tabs: Have you tried all four combinations within Window>Layout menu and none of these are what you want? I use the third one so my toolbar and address bar are on one row, with the tabs on next row.
