Or at least single WebpCodec need to be installed.

Most free codec packages are not allowed to be bundled
into tools distributed as shareware.
Only the End user can install them.
Such an installer would also have to handle all the different OS versions.
The simple solution is to install a free package like one of the K-Lite codec packages
which also includes Icaros.
