PDF hover box - Cannot decode

I can't get PDF to preview in the hover box. See screen clip.

A PDF will show its text content in the Preview window but I can't get anything when I hover the mouse over the filename (I have it set to reveal when hovering over the filename).

No I don't want text, I was expecting a graphic page view.

When I check an earlier installation (one without Acrobat or any 3rd party PDF viewer) I can see a graphic in the Preview window but I still get 'Cannot decode' when I hover.

Hmmm. Try to add pdf to "Preview as Thumbnail".

If I F11 Preview a PDF I get text from the PDF.
