Atleast if not all the toolbar icon's, i want to place the Config,views,toggle details/thumbs in a desired place.

Sure you can:
Menu Tools | Customize Toolbar... and on the right-side (current buttons) drag icon to new position.

Yes i know that,but i want it to move them in app's Gui,such that i can put them in a place relative to the tab which i mostly use.

I don't understand, if you move them in the Customize toolbar window it will move accordingly in the GUI too.
Do you want the icons above a specific tab without having other icons in the middle?
Or do you want to have the icons somewhere other than the Toolbar? which is not possible.

And it's not retained between sessions !!

But you saved your ini after you adjusted them, right?
