my XY loaded between 380 and 540 ms...
not a bit much?? all program closed, no antivirus running...
what's your timetable??

As a rule of thumb, anything below 1 second (= 1,000 ms) is fine; I generally see load times between 500 and 700 ms.

It's an expression meaning something like "Most people would agree" or "based on common sense" or "in general, one would think", etc.
