Network crashing

When trying to access some computer xyz on 'my network places' in my office, XYplorer freezes and shows 'Not Responding' message for a minute or so and comes back to normal or even crashes. This also happens when i click My network places. While in explorer it gives an error message that xyz is not accessible or path not found.
Also, is it possible to access computers which are not in my workgroup but one level higher. I am looking for an option similar to entire network>microsoft windows network.
