Change timestamp bug

Display a list of found files (may be irrelevant).
Select one to change the timestamp on.
General file info, select Created or Modified timestamp.
Select all.
Paste in a new timestamp.
Press the "+" (I like it even, if you don't).
The timestamp is changed in the file list but the info tab re-displays the old timestamp.
It appears to be related to screen refreshing because when I tabbed to the text editor (to make these notes) and back again I think it displayed the new time.
Just as an aside, I noticed that the Created timestamp is displayed in 1 second intervals, I thought it was 2 seconds in FAT32 (this is on Windows XP).
