"New .txt" command under "new folder" in right click menu?

Can we also have a "new .txt" command under "new folder" in the right click menu? These 2 are the most commonly used new items and it would be convenient to have them in the 1st level of the right click menu.

If you are inclined on promoting items to their top-level menu, may I suggest removing them from their existing sub-levels to avoid duplication?
