It would be cool if all hotkey can be made global.
Is that possible?

Could you elaborate? What hotkeys and for what purpose?

Example 1:
I have a user-script which pop-up a list of programs. I assigned it a hotkey.
If the hot-key is global, then I can call out this list and start my favourite program anytime, even when XYplorer window is not active
Example 2:
I am typing on a word document and want to jump to D:\documents\xyz
If I have a global hotkey, then I can pop-up my list of favourite folders, select D:\documents\xyz
then XYplorer window will be brought to front and take me to that folder

You are already using the tweak "HotKeyShowApp=", right? Just checking....
As described in

This tweak simply brings XYplorer window to front.
Normally, I have to make XYplorer window active before using any script.
However, I think global hotkey can do more than that. Activate an user-defined script without activating XYplorer window can save a bit of time
