Make static thumbnail pop up image scrollable via dragging?

How about make static thumbnail pop up image scrollable via dragging with the mouse? So that we can have the ability to also scroll the image when using the static thumbnail pop up image.
BTW: Static thumbnail pop up image = the one shown by right clicking on thumbnail.
