In version 28.30.2200 there is bug with drag to folder

it happen for me too. and i also use win7x64.
can it be the problem ?

Can't reproduce. Describe as exactly as possible what you mean by "drag to folder".

When you start drag by capturing file(s) or folder(s) with a mouse by right click, and not dropping until you reach to desired folder,
then when mouse cursor is on that folder and is shown as possible for drag-to you drop the mouse and then that
InitDrag error bumps in front of you and you have to choice close (continue), or copy (simply does copy of that error to clipboard), when you click on close (continue) then error disappear but mouse cursor stays as unavailable

somewhere on your screen until you click on mouse to disappear that cursor, and then dragged contents finally disappear from current folder, and you can find them inside the folder that you selected to drag-to folder.
And more over that error bumps also when you start dragging and then decided to not drag (you move cursor where it shown as unavailable, then you drop mouse and bumps
InitDrag error)

You did not say where. Are we talking about a pane1-to-pane1 drag, or pane1-to-pane2, or pane1-to-tree, or pane1-to-outside?

It doesn't matter I personally used pane1-to-pane1, experienced also with pane1-to-pane2 same error

v28.30.2004 is also fine. v28.30.2005 throws the error
