First, I capture video from the screen using the UVScreenCamera v.4.14.0.123 program and save it in AVI (or you can save it directly in GIF).
Then, using GIF Movie Gear 4.3.0, I optimize the AVI and save it as a GIF animation.

The problem is only with Windows 8.1 and Windows 10 version 1607, OS build 14393.4889.

I took the time to install Windows 10 LTSB 1607 and Windows 8.1 one after the other on the host computer (not in Hyper-V)—the problem still occurs.

I don't know—maybe there aren't many people on this forum who use these systems. On the other hand, here's a question for you: why hasn't anyone else (besides you) said yet that there's no problem with these systems? ) I've already tried them on different hardware—the problem does exist in the systems I mentioned.
Try not only 8.1, but also Windows 10 1607.
