Tried searching but could not find any posts with this issue:

64-bit v28.30.0301
The context menu for some files types appears dark, other file types appears light.

Right clicking on FLAC or TXT files gives dark menu, but WAV and JPG give light menu: What setting(s) affect this?

Your issue is probably because of whatever shell extension you have enabled that is responsible for this:

That was it! Thank you! It was ACDSee "PicaView". Disabled that and the context menu is dark for all file types now.
