Opening ControlPanel by doubleclick on Shortcut does not work

I created a shortcut to the Network Adapter view in Control Panel (of my Win10). In detail the target is

ncpa.cpl

resp.

C:\Windows\System32\ncpa.cpl

When I double click on it in XYplorer on my notebook it does not work. Nothing happens

But:
When I double click on it (a copy of the shortcut file) in XYplorer on my Deskptop it works
When I double click on it in built-in Windows Explorer on my Notebook it works
When I right-click on it in XYplorer on my Notebook and select "open with Control Panel" from context menu it works

So why does double clicking not work?

There must be a different setting between my XYPlorer on my Desktop and on my Notebbok.

Yeah the issue is most likely you are using the 32bit version of XY which resolves paths differently depending on context, the easiest fix would probably be if you change the target to explicitly be the full

C:\Windows\System32\ncpa.cpl

instead of just the filename, Windows is weird with shortcuts when you copy them sometimes it changes the path in the shortcut automatically.

I am currently using the 64bit version of XYP on both computer.

And in both computers the shortcut contains the full path

C:\Windows\System32\ncpa.cpl

So it must be something special with the XYplorer instance on notebook.
Maybe there is an additional Windows restriction set on notebook

If you use CFA, I'd start checking there then.
