MRU ctl-tabbing between tabs has been broken for a long time

XYplorer 28.20.0300 currently, but this has been going on for years. Also same thing with the 32-bit version.
I do have the option set to navigate between tabs in recently used order.
I can go into more detail or do experiments if that is desired, but to summarize: I keep a lot of tabs open, probably over a hundred, a bunch in the upper and lower panes. It doesn't matter which pane I use, MRU navigation is broken in both. MRU ctl-tabbing might work correctly for a short series of ctl-tab keypresses, or it might be wrong from the outset. Sometimes tabs are brought into the sequence too early, that I last landed on yesterday or earlier, even though I have visited other tabs in the pane more recently (and which are still open in the pane). Sometimes it seems like ctl-tab visits tabs in the wrong temporal direction.
It should work in the same way that a web browser, like Firefox, visits tabs MRU, because of user expectations about how ctl-tabbing works.
