Double-clicking an unselected PDF file does not open when the preview pane is open

It opened when I double-clicked it for the first time, but not the next two times.

I assume the preview handler is by Adobe?

It's hard to say (and hard to see in your GIF) what's going on here. In theory, it should detect a double-click, close the preview, and open the file. Works fine here (with the PDF-XChange preview handler).
Does it help if you set a preview delay of say 500 ms?: Configuration | Preview | Preview | Preview delay

Yes, after adding the delay double clicking the file opens normally, but the preview pane does not load (although I don't need that).

That's by design.
