It just so happened that one of my monitor color settings went wonky during this period that I was exploring the menubar text sizing (it was 15+ years old, with max res of 2560 x 1440). The second monitor on my desk is a 4k. This arrangement always required tweaking to get apps to appear satisfactory for my older eyes without being too large or too small I replaced the old monitor with a newer 4k capable monitor. The reason I started this post is that I was not happy with the size of the fonts, which I discovered was mostly due to the two different monitor resolutions.
SIDE NOTE: Blurry Fonts were a problem for me when dealing with two different monitor resolutions. For Win10 and Win 11 there is a utility called Windows 10 DPI Fix that adjusts the Pixel scaling. Or you can adjust it manually in the registry:

Here are a couple of workarounds to get the Menubar text Sized as You Require
1. Use monitors that can handle identical resolutions. This reduces the complexity (tweaking) involved in getting a good visual appearance on multiple monitors. In this scenario, you typically only need to change the Windows display settings scaling for each of the monitors.
2. In the XYPlorer app there is a a button on the toolbar that will allow the button bar to toggle to a menu bar. (button may be added or removed via toolbar customize). The app allows the button bar icon size to be scaled via the toolbar customize dialog (r-clk the toolbar). With this setup, you can turn off / hide the top menu bar and just use the toolbar as your tool/menu bar. There are numerous scale ranges available that allow a suitable scaling to be defined. >> OR
Via Button Bar Customization you can display two rows then:
The first Row is for the "ALL MENU GROUP"
-The second Row is for Buttons
Then adjust the "Button Text Font" to a size that suits your needs, you wouldn't want the "Caption Text" option enabled for this workaround.
