"Default File Manager" options immediately apply without clicking "Apply" button. Is it a feature or bug?

Tools | Configuration | Other | Shell Integration| Default File Manager
Without changing "Scope":
Check/Uncheck the box will immediately apply, even exiting the window by clicking "Cancel".
And the "Apply" button still grayed out (might because it's already applied).
I don't see this behaviour on other options.
I'm not sure whether it is a bug or feature.
Is it designed to behave like this so users don't like "Apply" or "OK" can see the change?

Version: 24.30.0108
(Also appeared in an earlier version)
System: Windows10
