Thanks. The answer is correct but... I had opened Xyplorer as admin but the settings would not stick.
The prior questions you posted was when I had Windows 7. The upgrade may have interfered with setting permissions as I had other issues with other software including Word 2016 showing images as gibberish when inserted but not when dragged onto the page. Installing Windows 10 over itself keeping apps and files was the fix for this.
A clean install probably would not have created the issues I have been dealing with since the upgrade.
The fix for me was:
Windows 10> Control Panel\All Control Panel Items\User Accounts>
'Change User Account Control settings' was turned all the way up and the setting was not sticking.
I would open the folder and had to do it again. It finally worked when I lowered the setting to "Never notify".
