Moving Failed -- on Local iCloudDrive path

I'm getting "Moving Failed, The operation is not supported by the cloud sync provider." on a local intra-volume move. Never had this occur before. The file(s) are located on the local drive under iCloudDrive and the files are not being processed by iCloudDrive (meaning being locked or otherwise being used) during my XY intra-volume move.
