Visual Filters vs. Power Filters

If you right-click "Toggle Visual Filter" or "Toggle Global Visual Filter" toolbar button, there will be provided two different options: to manage visual filters and to manage power filters.
It seems to me these names are confusing, because they imply that visual filters != power filters, whereas in fact a list of visual filters is a list of recently used power filter. In other words, it seems there is no difference between visual and power filters at all.
If this is true, I'm sure it will be better to make the names of these options consistent. For example:
