I am currently using version 22.50.0200
After not upgrading for quite some time, I got everything figured out, except for the Tab Hover/Info Box.
Previously, when I had 15-20 or so tabs open in each pane, my method was to slowly drag the mouse cursor over the tab bar in any given direction, and the Hover Box would not move until I reached the next tab.
Currently, in the same scenario, the Hover Box moves up and down with the mouse movement. So it appears as if I have moved to another tab, when all that has happened is I moved my mouse on the current tab, and the Hover Box moved. Also, it seems to recreate the Hover Box every time as well. This becomes a slight annoyance when I have long folder names/structures, when I have to double check each time.

I confirmed an old, very old version (13.80.0100) does not do this.
This is just how I became comfortable finding tabs over the years. I group tabs together, even within panes, so I found it easiest for me to just drag the mouse cursor roughly where I know the tab is.
I know there are toolbar buttons, keyboard shortcuts, etc... But like I said, that would entail learning a new way for something I do frequently. So, I'm hoping it's just a setting somewhere that I'm missing.

Any help on how to fix this would be greatly appreciated. Even informing me that something got changed in a prior version would be helpful, so I can stop looking and learn a new way.

Not sure I understand what you are describing, the HoverBox should only show when you hover the icon not the whole tab, anyway you can disable it from Tabs completely here:

Configuration | Information | File Info Tips & Hover Box | Show Hover Box | Select Context...

but it is turned off by default anyway, so you would have had to enable it manually, which makes me think that you are asking about something different, if instead you actually mean the tool/infotip, then you can disable them globally here:

Configuration | General | Menus, Mouse, Usability | Usability | Show tooltips

but I doubt that is something you would want to do because it will affect all controls.

Tooltips! That's where it was hiding! I somehow thought those were Clipped Items or Hover/Info Boxes emanating from the tabs.
Correct, I don't want to disable Tooltips globally. After checking, all the other Tooltips don't move around with the mouse.
For example, I can go to a toolbar button and move my mouse cursor to all four corners of the button and the Tooltip stays stationary.
Unlike the Tab Tooltips which move around by any little mouse movement. It's as if the Tooltip is trying to anticipate where I want to go.

Is that making sense?

Ok, now I know you are talking about tooltips, I can confirm that the tooltip gets redrawn sometimes, usually on the change from hovering the icon to the tab caption, since you say this issue wasn't present in earlier versions, it makes me think it was possibly introduced when the HoverBox was added to tabs, and is still visible even when the HoverBox is disabled, all I can suggest is that if the developer reads this he will decide whether this is something he will change, currently there isn't an option you can switch to change this behavior except disabling tooltips globally as I described earlier.

@Don: Quick summary, the tab tooltip is redrawn when hover is transitioned between tab icon and tab caption when HoverBox is disabled for tabs, the OP wants it drawn only once per tab.

Just tested this, while the OP's issue seems rectified, with HoverBox enabled though it now seems that if you transition from the icon to the caption it doesn't swap from HB to the tooltip anymore, ie. the tooltip doesn't show afterwards, if you hover the caption first then the tooltip does show though.
