try add items to a non exist paper then open the paper folder and you will find it empty
eg.

I assume Toolbar | Paper Folders | Explicit Save Only is ticked?

But I would agree that this command should add the file to the folder regardless of this setting
- when the paper folder does not exist
- or when it is not currently listed

Forget the above, it's a bug.

Open the paper folder and run the following command:
paperfolder("xxy", "%windir%\notepad.exe", , "a");
A message will appear stating that the "system cannot find the specified path".
This happens in both versions.
