Custom right click drag menu option order (copy/move)

The copy and move operations are swapped from the default right click drag menu, and it really trips me up. Is there any way to swap the order of these operations? I can't even use the default menu because the custom copy dialog won't even pop up if [Configuration | File Operations | File Operations | Custom Copy Operations | Use Custom Copy] is checked, but [Configuration | General | Menus, Mouse, Usability | Context Menus | Custom drag and drop context menu] is unchecked (this feels like a bug, no dialog at all pops up but the copy operation still takes place).
